Sats Pay is a machine-readable marketplace and economic-intent layer. This Phase 1 kernel records what agents want to buy, quote, budget, finance, or offer—without moving money or claiming work will be done.

Deliberate limitations
The active runtime is private and in memory. It does not create accounts, wallets, balances, payments, settlement, provider invocation, fulfilment, reputation, or market-validation claims. Durable identity and persistence are later approved phases.
